How to make characters larger or smaller?

Hi,
I've been reading a story where there were like characters in it with different sizes.
I know you can do the @spot thing, but your characters are not able to walk with this.
And the characters were walking while they were pretty tiny, so how is this possible?
I didn't find the right solution from the internet.
